Welcome to the briefing from the Angus Integration Joint Board (IJB). It is hoped this short summary will help to provide some details about the work taking place in Angus to support health and social care integration.
The latest IJB meeting took place on 26 February 2025 and what follows is a summary of the topics that were discussed in open session. Angus Alcohol and Drug Partnership Annual Report 2023-2024
The IJB endorsed the second Annual Report for the Angus Alcohol and Drug Partnership which provides updates on the business and progression of national policy and priorities in relation to drugs and alcohol at a local level.
This report provided an update on behalf of the Chief Officer on items that do not merit a full report, but the IJB may wish to note. The report detailed updates on work underway across Angus Health and Social Care Partnership (AHSCP) and information in relation to a range of policy updates. Topics covered in the report included:
delay in transfers of care; unmet need update; Strategic Planning Group; Adult Support and Protection; Rapid Rehousing; National Care Service; NHS in Scotland 2024: Finance and performance; Equality and Human Rights Commission (EHRC) correspondence; Prisoners (Early Release) (Scotland) Bill; Getting it Right for Everyone (GIRFE) Team Around the Person Toolkit; Healthcare Improvement Scotland (HIS): Ageing and Frailty Standards; Charter of Rights for People Affected by Substance Use; Annual Health Checks for People aged 16+ with Learning Disabilities; Allied Health Professional (AHP) UK Public Health Strategic Framework; Tommy Whitelaw ‘What Matters to you’ update; Heads of Service portfolios; NHS Tayside Star Awards; Storm Éowyn response; Visit from HRH Prince of Wales.
The IJB noted the updates provided in this report.
Updated Annual Workplan 2024 – 2025
IJB members approved the updated workplan/reporting scheduled for 2024/25, acknowledged that the annual workplan/reporting schedule 2024/25 will be presented at each Angus IJB meeting as a standing agenda item and discussed the draft workplan/reporting schedule and development session plan for 2025/26.
Appointments to the Angus Integrated Joint Board
The IJB agreed the appointment of the Depute Chief Officer for a further period of 12 months, agreed the appointment of a non-voting and a proxy member, noted the appointments by the NHS and appointed one voting Angus Council IJB member to the Audit Committee.
This report provided the IJB with an update on the financial position of AIJB, including financial projections for 2024/25, an update on planned interventions, reserves, and financial risk.
The IJB noted the overall projected financial position of Angus IJB and agreed to: devolve authority to the IJB Chief Officer and Chief Finance Officer, in conjunction with the IJB Chair and Vice Chair and voting members, to finalise an agreement regarding contributions to Inpatient Mental Health Service overspends for 2024/25 and for any contribution to be reported back to the IJB in due course, as described in section 5 of the report; devolve authority to the IJB Chief Officer and Chief Finance Officer, in conjunction with the IJB Chair and Vice Chair and voting members, to oversee the deployment of the Mental Health Recovery Financial Reserve in future years with any deployment of that reserve to be subsequently confirmed back to the IJB, as described in section 5 of this report; and note the update regarding Reserves within Appendix 2 of the Report.
Angus IJB Strategic Financial Plan 2025/26 -2027/28
This report provided an update to the IJB regarding the development of the Angus IJB Strategic Financial Plan for the period 2025/26 to 2027/28.
The IJB noted the adoption of an improved resource profile for Older Peoples Services for April 2025 version of this plan; supported the addressing of structural variances of budgets as described in section 5.4 of the report; requested the Chief Officer, the Chief Finance Officer and the Chair and Vice Chair of the IJB progress Budget Settlement discussions on behalf of the IJB noting that should any subsequent Budget Settlement approvals be required prior to a future IJB, then this be taken to a Special meeting of the IJB; agreed to delegates authority to the Chief Officer, following consultation with the Chief Finance Officer and Head of Community Health and Care Services (Commissioning) to develop a Partnership response to the Employers National Insurance Contributions issue and devolve authority to the Chief Officer to approve and operationalise any required response, including updating contractual arrangements, within the required timescale, following consultation with the Chief Executives of the relevant Partner (Angus Council – Adult Social Care; NHS Tayside – Health) up to a £2m limit with an update to be provided at a Special Meeting of the IJB; requested the Executive Team bring forward proposals to the June 2025 IJB to address c£3m of the recurring financial planning shortfall in line with the need to deliver a balanced long-term financial plan; and noted this draft version of the Strategic Financial Plan, the further work required to develop it and request a final version is brought back to the IJB for approval in April 2025.
This report provided the IJB with an update about progress to deliver the ambitions of the Angus IJB’s Strategic Commissioning Plan 2023 – 2026. The report contains an update about each priority area and is supported by local indicator data and feedback from service users.
IJB members scrutinised and discussed the content of the report; endorsed a reasonable level of assurance regards the progress made on the IJB’s SCP during 2024; and requested an update on work to progress the review of the current SCP in August 2025.
2024-25 Mid Year Performance Report
The 2024-25 Mid-Year Performance Report updated the IJB on 2024-25 mid-year performance against the Core Suite of National Indicators.
The IJB scrutinised and discuss the mid-year performance within Angus HSCP for 2024/2025; agreed to continue to require the Chief Officer to provide a performance dashboard to the IJB twice yearly; and acknowledged the work required to progress further improvements, where the targets have not been achieved, is captured within the existing improvement/action plan.
Minor Injury and Illness Service
This report provided IJB with the strategic vision for Minor Injury and Illness service provision in Angus. Developed collaboratively with a diverse range of stakeholders through a series of engagement events, the vision addresses the evolving healthcare needs for the local population. It prioritises optimising resources, integrating services, and ensuring equitable access to high-quality care tailored to Angus communities. By focusing on a patient-centred and sustainable approach, the strategy aims to improve health outcomes, support workforce resilience and enhance the delivery of care closer to home.
IJB members approved the proposed strategic vision for Minor Injury and Illness services in Angus; endorsed the continuation of stakeholder engagement activities to refine and adapt the service model in alignment with community needs; recognised the development of a comprehensive programme of work and requested the Chief Officer bring back a further paper to the IJB detailing plans for the provision of Minor Injury and Illness care in Angus in June 2025.
Homeless Supported Accommodation Review
This report provided the IJB with an update on the progress made in relation to the Homeless Supported Accommodation review.
IJB members considered the contents of the Report; acknowledged the progress ongoing and support planned development work in respect of the review of Homeless Supported Accommodation; recognised this development will be a comprehensive programme of work and requested the Chief Officer to bring back a further paper to the IJB detailing proposed plans for supported accommodation in August 2025.
Primary Care Prescribing Update
This report provided an update on the current state of prescribing management in Angus, highlighted emerging challenges and offered recommendations to ensure effective and sustainable prescribing practices.
IJB members scrutinised the content of the paper and assess the ongoing measures being implemented to ensure high-quality prescribing within Angus; acknowledge the increase in prescribing costs and support ongoing initiatives aimed at ensuring cost-effective prescribing across Angus; approved the alignment and reporting of prescribing management within the Prevention and Proactive Care priority; and endorsed a reasonable level of assurance regards progress related to primary care prescribing.
Angus Suicide Prevention Action Plan (2023-2026) – Year 1 Update
This report provided the IJB with an update on the progress made in Year 1 to deliver the Angus Suicide Prevention Action Plan (2023 – 2026). The full update of the Year 1 Action Plan can be found here
IJB members noted the contents of this report and acknowledge the progress made in relation to the Angus Suicide Prevention Action Plan (2023-2026); acknowledge the continued development of the Suicide Prevention Workstream and its effort in driving suicide prevention work forward in Angus; noted and agreed that this report offers a significant level of assurance.
