Welcome to the briefing from the Angus Integration Joint Board (IJB). It is hoped this short summary will help to provide some details about the work taking place in Angus to support health and social integration. Agenda Item 4 – Chief Officer Update (Report IJB 58/24)
This report provided an update on behalf of the Chief Officer on items that do not merit a full report, but the IJB may wish to note. The report detailed updates on work underway across Angus Health and Social Care Partnership (AHSCP) and information in relation to a range of policy updates. Topics covered in the report include:

Agenda Item 5 – Appointments (Report IJB 59/24)
The IJB appointed one member of the Angus IJB to its Audit Committee with effect from 1 November 2024; reviewed, re-selected, and re-approved the membership of the Audit Committee, and approved the appointment of Steven Whyte as Vice-Chair of the IJB until 31 December 2024.
Agenda Item 6 –Updated Annual Workplan 2024-2025 (Report IJB 60/24)
The IJB approved the updated workplan/reporting scheduled for 2024/25 and acknowledged that the annual workplan/reporting schedule 2024/25 will be presented at each Angus IJB meeting as a standing agenda item.
Agenda Item 7 – Chief Social Work Officer Report (Report IJB 61/24)
This report presented the Angus Chief Social Work Officer Annual Report for 2023 to 2024. The report and its consideration are a requirement to ensure oversight and accountability within Angus IJB for adult social work and social care services, including those delegated to Angus IJB. The Angus IJB discussed and endorsed the contents of the Chief Social Work Officer Annual Report for 2023-24. The report will be submitted to Scottish Government.
Agenda Item 8 – Finance Report 2024/2025 (Report IJB 62/24)
The purpose of the report was to provide Angus IJB with an update on the financial position of Angus IJB, including financial projections for 2024/25, an update on planned interventions, reserves and financial risk.
The IJB acknowledged the overall projected financial position of Angus IJB; accepted and noted the updates Financial Risk Assessment and supported the Reserves proposals.
Agenda Item 9 – Strategic Planning Update (Report IJB 63/24)
This report provided the IJB with an update relating to progress to deliver the commitments aligned to the strategic priority of care closer to home.
The IJB scrutinised and discussed the content of the report; endorsed a reasonable level of assurance regards progress related to Priority 2: Care Closer to Home; and acknowledged further reports will be presented as per the work plan.
Agenda Item 10 – Urgent and Unscheduled Care Performance Update Report (Report IJB 64/24)
This report updated the IJB on performance in relation to urgent and unscheduled care in Angus, highlighting areas of risk and to detail an update on the progress of winter plans and actions being progressed to reduce delays and unmet need within AHSCP services.
The IJB discussed, acknowledged and supported the ongoing programme of work in relation to urgent and unscheduled care and acknowledged the recent performance information and the progress of the specific actions being taken in Angus.
Agenda Item 11 – Winter Planning (Report IJB 65/24)
This report updated the IJB on the winter planning arrangements for 2024/25.
The Angus IJB acknowledged the arrangements in place to support the challenges anticipated across the health and social care system during the winter period; noted that winter plans have been received, refreshed and updated in line with Scottish Government priorities for winter 2024/25; approved the AHSCP action to support winter; endorsed a reasonable level of assurance regards AHSCP preparedness for winter 2024/25; supported the whole system working in preparation for anticipated winter challenges; endorsed the NHS Tayside Winter Plan 2024/25.
Agenda Item 12 – Primary Care Update (Report IJB 66/24)
This paper provided an update on Primary Care within Angus and provided the latest six-monthly update on the progress made with Primary Care Improvement plans for 2025/25 and with the Angus GP Practice Premises Strategy 2023-2026.
The IJB acknowledged the risk to GP sustainability in Angus and the mitigating actions being undertaken; acknowledged the progress made with the Primary Care Improvement Plan, acknowledged the position in relation to premises and progress made to date with the Angus GP Practice Premises Strategy; and acknowledged that progress with the monitored through the Angus Primary Care Oversight Group.
Agenda Item 13 – Workforce Update Report (Report IJB 67/24)
This report provided an update on workforce planning and sought approval for the Annual Workforce Update Report October 2023 – September 2024.
The IJB discussed and acknowledged the progress made in year 3 of the Workforce Plan; acknowledged the progress being made in relation to duties under the Health and Care (Staffing) (Scotland) Act 2019 and the governance in place to monitor compliance; approved the Annual Workforce Update Report 2023/24; requested that the new three-year Workforce Plan 2025-2028 is brought to the IJB for approval following receipt of feedback from the Scottish Government in October 2025; endorsed a reasonable level of assurance with regards to whistleblowing in AHSCP; agreed to the frequency of assurance reports to come to the IJB as per Integration Scheme.
Agenda Item 14 – Lead Partner Services Update (Report IJB 68/24)
This report provided Angus IJB with an update on the current position of the services for which ANhgus IJB holds Lead Partner responsibility. These services include the GP Out of Hours Service, Speech and Language Therapy, Tayside Continence Advisory and Treatment Service, Forensic Medical and Custody Healthcare and Primary Care (Strategic Coordination).
Agenda Item 15 – Risk Appetite (Report IJB 69/24)
The purpose of this report was to present the updated Risk Appetite Statement to the IJB and seek its approval.
The IJB reviewed and approved the Risk Appetite Statement; endorsed the Risk Appetite Statement being reviewed and updated every two years to ensure it continues to align with the Angus IJBs’s strategic priorities; and supported a development session to consider, discuss and agreed how they wished to implement the agreed risk appetite to support and guide decision making processes.
Agenda Item 16 – Category 1 Responder & Resilience Planning Progress Report (Report IJB 70/24)
This report provided an overview of the Angus IJB status as a Category 1 Responder within the framework of Civil Protection and Emergency Management. It outlines the responsibilities, obligations, and implications of this designation, as well as AHSCPs preparedness to fulfil the role effectively.
The IJB acknowledged the work undertaken to date to ensure Angus IJB can fulfil the duties of Category 1 Responder status; approved the proposed AHSCP Resilience Planning Framework designed to enhance AHSCP’s ability to anticipate, respond, adapt, and recover from both expected and unexpected disruptions; and agree that updates in relation to Resilience Planning will be reported via Angus IJB Audit Committee.
Agenda Item 17 – Communication and Engagement Update (Report IJB 71/24)
This report provided the IJB with an update relating to progress to deliver the commitments aligned to the Communication and Engagement Strategic
Framework 2023 – 2026.
The IJB scrutinised and discussed the content of the report; endorsed a reasonable level of assurance regards progress relating to communication and engagement activities; and acknowledged further reports will be presented as per the workplan.
This report provided an update on the planned procurement for social care services for the financial year 2024/25, and updated on planned commissioning development actions for 2024/25.
The IJB considered the contents of the report; acknowledged the progress ongoing and planned development work in respect of Contracts and Commissioning
